I modify hangers that have the two clips. They come packaged as two hangers. I remove the rod and slip off the two clips from hanger one then thread those on the rod of hanger two. I now have a hanger with four clips. The plastic in the hanger could stand to be stronger. That has worked out well for me with the kilts I have. If you have a real heavy 16oz tank this might not be enough.

Generally having kilts in the 45-47 inch waist size, and 26 length, and exclusively 13 or mostly 16 oz tanks, there are only two methods I have found that worked well for me. I tried the Gaelic Themes super fancy hangers---three wires with two strong clamps each, also with enlarged shoulders to carry a jacket/vest---and they just did not seem to let my kilts hang straight or work for my (granted oversized) 52L kilt jackets, besides being cumbersome to use for my heavy kilts. Tried the two hanger method using the short double clamp skirt hangers and folding the kilt in half when you hang both hangers up on the rail, but still left me with some creases in my aprons I did not like, but it was definitely better. But the best, and not least expensive, was the 18 inch kilt hangers from Scotweb, with 4 metal clamps on one long rail. They can hold any of my kilts with ease, and have on occasion held two at one time, and they hold them very straight. Have not had any problems with them at all. My only complaint is that you cannot use them with kilt jackets so you have to have separate hangers for those, a small inconvenience when travelling. Most of my kilts/jackets stay in garment bags when not in use, although I am running out of space in the bags I have.
