A word of caution - If you have found fabric in a fabric store that is Tartan, is listed as Wool, and has a fringed selvedge I would be very skeptical. Most fabric store fabrics are far too light to make into a good swishing Kilt.
But if you still want to do it and the fringe bothers you then simply hem the fabric before starting on the Kilt.
I got a few yards of Lindsay Modern from a store in mtl, same feel, same thickness as my kilt. but it was fringed. Maybe it is PV, but I have a PV kilt here and it doesn't feel at all like PV. Then again, I am not a specialist. And I have been wrong before.
