| | | Problem with my kilt's pleats
The ones on either side, the first two, are opening up when I put it on, it's a machine made budget kilt form ebay, only has 2 buckles......
I currently am a 36" waist with 45" hips, think thats my problem? (I run a lot so I have thick legs)

Sounds like the hip measurement is too small on the kilt you are wearing.

If the kilt is made for an "average" guy, it may have about 6 inches taper from hips to waist. Measure it and see: you can get a very close approximation by taking a tape measure around the arc of the waist/hip line in 5 or 6-inch chords.
If the hip dimension is lacking, a possible work-around is to loosen the waist straps slightly to allow it to sit better on the hips. Optionally wear a belt, to remove some slack at the waist.

It's all in the hips.. 
I agree with what they said. I never buy the budget kilts on eBay or the off the rack kilts from Stillwater because they never fit me right.

I know those eBay deals look really great, but if you really want a good kilt, it's not going to be easy to find a good one on eBay unless you just happen on someone liquidating their better used kilts, and even at that most of the better kilts are more tailored to where you would have to be an exact match to the size of the seller when he bought those kilts. Many lose or gain weight all the time, so you can find deals there, but most are going to be really cheaply made Paki, and "Budget" kilts that are lacking in quality.
The same thing goes for eBay bagpipes. There are a lot of great "Authentic" rosewood pipes that can be had for around $200. A lot of people fall victim to these ornate pieces of firewood.
I would save your money up and get a tailored kilt. Measure yourself a few times over a day, and then you will be so love with that kilt until you find the next pile of tartan.

Sound advice.
You can have any two of price, quality, or service.
With a figure like your's would seem you're doomed to deal direct with a very experienced kiltmaker who can make the proper adjustments for your measurements.
You'll see the difference.

It focuses my mind on the fact that I actually need two kilts ... at least  . One is a quality garment I can wear out with the wife, the other is a utility piece I won't be upset about my two year old spilling (or worse  ) on.
