Tartans all go at "natural" waist (i.e. slightly above the belly button).
Contemporaries go from my "real" waist (you know the skinniest part of you) to just under the belly button (depending on the model).

At this time in my life since they are all UKs and I want them longer, I wear them on my hip - which means the hem is just to the bottom of my knees.
Now, if I found a really sexy girlfriend who loved my kilts and wanted them higher, this could change. 
That's another nice thing about kilts - they are so easy to move up and down to suit whatever situation is at hand.

I actually wear mine just right at the belly button. It will go above that, depending on the rise of the kilt.
