At a guess it looks to me that "The Royals" have just got off a train somewhere, Balmoral, or the nearest station to Balmoral at a guess, and as usual the guard that are present at Balmoral during a Royal visit to their Scottish country estate, would be on parade for inspection. I suspect the same ceremony happens today, but not at the station these days.

Yes, Ballater if I'm not mistaken. They have a restored Victorian railway carriage there now as a tourist attraction. All the crowned heads of Europe used to get off there and then onto Balmoral by road. Queen Victoria prevented the rail line going any further, no doubt to prevent day-tripping proles from rubber-necking at Balmoral. Changed days, now they charge them to have a look around.
As for the hose, I have it on the best authority that they were definitely white, seemingly Mrs Simpson's choice.
