Looks like a modern take on a corset to me, and I think you're right Sean, it looks like fetish wear for sure. Different, most definitely, but is it a belt, not from where I'm standing.

Although, after you're arrested and tossed in jail, i'd recommend wearing something with a little more..... substance.
