"If the Party could thrust its hand into the past and say this or that even, it never happened—that, surely, was more terrifying than mere torture and death."
- George Orwell, 1984, Book 1, Chapter 3
Same here, but now that I have a waistcoat, I put it as high as I can without causing problems with the waistcoat. Not sure if that is exactly the same place as if I were wearing a belt...
I tried to ask my inner curmudgeon before posting, but he sprayed me with the garden hose…
Yes, I have squirrels in my brain…
I shoot for two to three fingers below my belt buckle. It's low enough for modesty with having uncomfortable slapping on the lads as I walk. Asthetically you can't really wear it too high but definately one can wear it too low.

There's only one person who I am sure has had plenty of sartorial instruction on this, and that would be Prince Charles:
That said, most soldiers will have had the right position drilled into them too:
Cheers, Graham.
If you're not using a belt, wear it where the top is just above the crotch.

I was always taught the 3 finger method (index/pointer, middle, ring finger) below kilt belt buckle. When wearing a waistcoat and no belt is required, the 3 finger method is still used. In this case since most waistcoats end where the buckle would, you make your measure from that (I hope that made sense to some one other than me). The other point of measure is of course the top of the sporran at rest (not pressed against body).
