Making a mini fly plaid

Any ideas on how to make a 15 x 54 fly plaid? I am wondering what direction you cut it from the tartan, are the long edges hemmed or fringed?

Just some general questions.

I am thinking of making a kilt (since I still can't afford to buy one right now), cuz the jones is bad....
and thought I might make a fly plaid with the extra material I can purchase at the same time...

All the edges of the plaid are fringed.
