    He wears it a wee bit long, doesn't he?

    Is that made by the costume department, or did they get that from one of the commercial kiltmakers?

    Most wizards, Moody included, have a hard time dressing like muggles. So I think we'll have to allow it on a technicality.

    Didn't Moody have a mechanical leg? A longer kilt would cover that up, so less chance of something looking a bit off in his close-ups.
    I am easily moved for sympathy for dogs, far more so than for humans, because dogs do not understand. There is no way to explain that you will return, that the vet will make it all better, that they cannot go shooting today because that is not what today is about. They cannot work out that their misery is finite and will some time end, and so their misery is magnified.

    Ronstew, I think you hit on the perfect explanation! Not sure if the filmers actually intended that, but it is a good explanation based on the books.
