It looks like the Royal Air Force tartan.

I think Wompet could be right about the kilt tartan being Royal Air Force.
The article does state that the groom was a former pilot with the Royal Air Force.
Comparing the photo against my own RAF tartan kilt, I wasn't 100% certain as the photo image was insufficiently large to clearly show the thin dark red stripes in the RAF tartan.

I'm afraid it's a good example of "what not to wear." | It looks to me Sandford that he is wearing RAF mess dress, which is of course designed for uniform trousers - not for a kilt. The hose on the otherhand is difficult to understand. The RAF, to this day still issue black woollen hose.
