Depending on where in VA you are, a place called Gary's Valet in Old Town Alexandria does a respectable job. Got their name from a local kilt-hire outfit. Gary's is where they send their kilts.
And welcome!

Firstly From Toronto Ontario, Canada
Secondly perhaps a google search for dry cleaners in your town would work. You could also take the kilt into your local dry cleaners and see if they have any experience with them. Another important thing is to baste stitch the pleats so that the dry cleaner does not irrevocably damage the pleats.
If you can not find a dry cleaner perhaps you could hand wash it, personally I do not like to go to dry cleaners as the process can strip the wool of natural oils.
