I have always contacted the seller/maker of various (expensive) Highland dress items that I have purchased from companies Scotland, via phone or online order. I ask them to write a much lower (within reason) number on the customs slip when it comes to the item's price - they agree every time, thus I have avoided any custom fees...knock on wood!
