Third suggestion: don't do frames! They're straight from the Devil! I think what Jimmy means is to put the list of links on the left side, but don't use frames to do this. Use tables in the webpage for layout structure, and you won't have problems like you will with frames.
Rufus you sure do know a lot about web design not to be a designer!
I would also suggest using PHP includes for your navigation. That way you only have to change one file for the whole site to change.

I used to design pages for a non-profit that I worked for in Portland. All I had was FrontPage (VOMIT!) and no graphics software. It was okay, but I prefer video or print layout.
Now, I find myself surrounded by web designers at work, and have to hear about design stuff all the time. My boss almost wets himself with glee every time you mention PHP.

Thanks for the input so far guys! Keep it coming!
Many of the ideas you guys have listed we already have in the works. The original website design and decisions were not in my control. We changed a bunch of things on it, but the basic design of the site is sill poor.
We're having a professional design the site. It's still going to be easy to navigate and pretty simple in the basic design, but our presentation (items we display and the WAY they're displayed) will be much better.
One last note... PLEASE don't be offended if we don't use your idea. MANY of the ideas are great, but won't work for us (who was it that posted the link to the guy with the squished up face? ). We really do appreciate your feedback and many of you are confirming things we already know (tartan background on tartan pages?! What was my old designer thinking?). Keep up the comments!
