Joe,
So sorry to hear about your wife. I am confident that any number kilt makers could satisfy your request. First question is where are you located, second is are you looking for a pink based tartan, solid pink, or pink camo. (Search pink on the forum and you'll see what I'm talking about.)
Best regards,
Jake

Sorry to hear about your wife. You'll both be remembered in our thoughts.
I don't know whether there's a tartan for breast cancer, but there are some decent-looking tartans that include pink. Perhaps you could make a kilt pin that incorporates the pink ribbon theme. Pink MacLeod Nisbet Rose

I'm sorry to hear about your wife Joe. As Jake pointed out there are a number of kilt makers that can make you a kilt. I assuming that you are looking for a canvas contemperary kilt as opposed to a pink tartan kilt.
USA Kilts in PA, I'm sure AlphaKilts can also make you one (don't know where in the USA they're located).
In Canada
Freedom Kilts in BC
Canadian Casual kilts and RKilts both located in Ontario.
There are no doubt others that can also do it, Unfortunatly some kilt makers have waiting list stretching months. All the best in your search.

Looking around, using the search feature, you may find what you are looking for...

Marton Mills (USAKilts main supplier of PV tartan) has a Dress Stewart that is very pink. Maybe Rocky could run up some cancer awareness kilts.

I'm sorry about the diagnosis. My favorite tartan that has a predominant pink in it is probably the Fiona tartan, that you can have a kilt made in from the Scotweb store (see upper right corner of this web page):
Kindest regards,
Rex.

I'm so sorry to hear about your wife. It is wonderful to see how many tasteful pink tartans are available, though.
