My two cents: If you can afford it, nothing beats working with wool. 13oz will keep you cool in the summer, too. 4 yards of 13oz will run you $200+ or so depending on the tartan and the mill.
If funds are an issue, polyviscose will make an acceptable lightweight kilt for much less. Just don't forget to hem it!
Whatever you decide: I hope your first kilt turns out stellar!
