    Yes, my error completely; sorry.

    Further, I spent a part of the afternoon trying to find the cited reference(s) and came up dry both here and on the Interweb.
    Only specific thing I found was a reference to George V allowing people to wave hand-sized Rampant Lion flags during a celebration in the 1930s but
    they still couldn't fly it from buildings, etc.
    However, almost all the references I read noted that the flag has become a symbol of Scotland around the world, "legal" or not.

    The search continues.
