The kilt appears to be at the correct height in relation to the knee. Everything else is wrong. The top half, taken in isolation from the lower half (and minus the fairie wings) works in a 'Blues man' kind of way.

Looks like one of Zardoz fairy weekend ren faires, as seen here, gone very wrong! At least the pleats are in the front, and he appears to have a proper day sporran on! And with that sword on his belt, it makes me wonder if there is a tommy gun in the violin case too.
