bizarre Irish piper's costume photo
the thread title says it all...

What on Earth is that costume supposed to represent?

He is wearing the Irish Harp on his chest. I would be interested in knowing what colours he was dressed in and what year the picture was taken. Depending on the year, it could be some sort of commemorative costume.

It almost looks like a traditional European clown costume, even down to the Fez like cap. It also looks as if there are tri-colour rosettes on his shoes, which leads me to believe it is a commemorative costume.
