I tried searching the forum but couldn't find any specific information. How does one gather the extra fabric on a Great Kilt and hang it over your shoulder?

This is how I do it; YMMV.

Assuming that you've pleated and donned it correctly, you should now have 2 corners in front of you; the other ends of the inner and outer apron. Take the one on your right, twist it counterclockwise several times, then tuck the end under your belt as far back as it'll go; for me, it ends up at the small of my back, and now forms a sort of pocket at my right hip.
Many do the same with the corner on your left side; I don't.
You should now have a quantity of kilt hanging down over your kilt behind you. Reach between your legs, and grasp the middle of it with your right hand. Pass it to your left hand, and bring it up behind you to your left. I fold the two sides of the cloth under to gather it into kind of a box pleated point. If you earlier tucked the left corner in front of you into your belt behind you, pin this point from your back to your left shoulder. If you did not, similarly fold the front corner on your left (inner apron) with both sides inward into a box pleat, bring it snugly up to your left shoulder, and pin the gathered point from your back snugly on top of it. The tartan in front of you now forms a handy pocket, too, and aside from a neater appearance, the inward folds keep stuff from falling out.
Pull and tug at the kilt until the hem breaks evenly at the middle of your knee side-to-side and front-to-back, you're apron's flat, and the rest of the kilt hangs the way you want it.
It's quite helpful to have a ghillie (or wife) to help with this final step.
