I believe that some of them are knife-pleated. You'd need to check to make sure.

Your question also pushes to the forefront another project, namely the detailed documenting of the making of military box pleats. The holder of my current kilt commission may cringe a bit, but this would be a perfect opportunity for photographing some of the difficult-to-explain steps.
