Odd kilt?
This morning the local St. Patrick's Day parade was held downtown. Our antique car club participated and I drove my 1931 Model A Ford. I noticed a number of kilts among the spectators. One wearer in particular wore a green/black tartan kilt. What made it stand out (to me, anyway) was that it had a very narrow apron and what looked like a zipper instead of buckles! I did not have time to stop and question the wearer, nor would I have done so in a crowd. Just looked odd to me.

Can't tell for sure but it looks like its pleated to the "gather."
Think there were threads about kilts making it to the men/boys fashion mainstream with Hot Topic...

That might have been it. Your reference shows a longer length, but it could have been hemmed to proper kilt length. I could not see the side straps, so they could have been removed.
