I take it that "We love Pumpkin" is the name of this individual's business. Apparently, the creator's, ahem.....niche... involves decorating vintage clothing with old ties. If you really want to be offended, there's an old Barbour tweed jacket on the website which has also been given "the treatment" as well:

So what we're looking at here is most likely a real kilt that has been jazzed up by someone sewing old neckties inside the pleats? And if we got out our trusty seam ripper and de-necktied this sucker, there would be a more or less intact kilt left? What size is it again?
