I have tried 2 different sets of scales - one says 3lb 4oz for the fabric, another says 5lb 6oz, which puts it between 8.125oz and 13.5oz, but it feels thicker than my kilt wool at the same weights. ...

that is a good question, if will try and put it on a scale either today or tomorrow. But its quite heavyweight. I would say its on par with the 16oz kilt I have in terms of weight.
