I have no experience with this company, but there are a lot of cheap dirks out there. It's likely that if the price is $25, then that's what it's worth. I bought a cheap dirk once and the black stain on the wood came off on my hands when I touched it. I sent it back.
Just as an aside, a regimental dirk is a very specific type of object. You have to ask yourself when you would wear it that it would be appropriate. If you're not in the full No.1 uniform, with the plaid, spats, crossbelt, doublet, etc. then it's probably out of place. I see pipers wearing them occasionally with an argyll jacket or day wear, and to me it just looks wrong. Like a horsehair sporran with a great kilt. Not to mention that they get in the way. If you want a dirk for day wear, there are other styles that are much more appropriate. For myself, I can't find any justification for wearing a dirk for gigs, competitions or daily wear. For my ren fair garb, though, I'm thinking of something like one of the dirks at the bottom of this page. http://www.tartanweb.com/sgian.php

I think it looks great, for the money. I'm thinking of getting one to wear with my PC outfit, at formal dinners. It would be just the thing for "slaying" the haggis.

No comments on the dirk but on the company. I have several wall hanger blades from them and they are pretty much just that. The biggest surprise came in a $10 pseudo-katana I bought, the dang thing is full tang and has a decent carbon steel blade on it.
I'd stay with the known names if you are looking for good, usable knives from BudK
