I usually wear a wool military style sweater with my kilt. They're cut short and you can usually find them at thrift stores. If that isn't warm enough then I'll throw a jacket or coat over that. As for legs... kilt hose.

Good wool kilt hose is warm on the lower leg when worn just below the knee. A heavier kilt holds in the heat so the only exposed area is around the knee. For me the knee is not that sensitive to temperature. I wear a winter coat but not a long one. If it is not too windy I can walk through a parking lot in the winter down into the 20's without being any colder then if I was in p@nt$.
