Box pleated kilt from the 1930's (?)

Hey Matt, I just ran across this photo online. It apparently is from 1931, and if I'm not mistaken shows a kilted soldier with a box-pleated kilt.

Interesting that the tartan runs nearly from head to toe; hat, scarf, kilt, and some poking out above the spats.

To the side of the photo it says, 'Bundesarchiv' (German Federal Archives). While the fellow on the left (foreground) appears the be in a uniform, the fellow in the background does not. Which leads me to believe that the fellow in the "kilt" is civilian also.

The chap in uniform is labeled "Italian" while the kilted gent is labeled as "Schottländer in Nationaltracht" (A Scot in national costume). They are in St. Moritz, Switzerland, and described as "beim Wintersport" or doing "winter sports/activities".

The pic is from 1931 from the German Federal Archive
