I would not get your hopes up. Dalgleish have not woven regimental weight tartan for many years. I am sure that they would do so if there was 1. A large enough order, 2 someone willing to pay for the thread to be dyed (as it would require a completely different thread weight to their standard tartans) - and this is even supposing that the licence holder agreed to the proposal.
It would be very expensive to weave not least because the loom would have to be re-warped from scratch (although Peter (figheadair) would be able to explain this better than I can.
Everything is possible - but I hope you have lots of money!
The other possible route would be to see if you could get some 16oz cloth re-finished to increase the tightness of the fibres - a cheat, but one which would get you closer to a heavier weight cloth.
