    A tailor should be able to do it for you for less than $20. It is not difficult. They just have to open up the sleeve lining, pull the sleeve out through the opening, interface the new hem line, stitch the lining and sleeve up the required amount, trim off the excess, turn it right side out, stitch the lining closed, press the new hem and repeat for the other side. If there are buttons to remove and sew back on, that will take as long as shortening it.

    Sometimes, the hardest part will be finding someone to do it, taking it to the car, dropping it off and then picking it up later. Some days there just aren't enough hours...

    Actually, I can handle this one without a tailor. I have shortened and lengthened sleeves, hemmed trousers, altered dresses and gowns for my wife, and built whole garments in the past. Big thing will be just getting some time to work on it amongst other jobs, projects, and work.
