    Simplicity 8161 is 'Outlander' specific
    http://www.simplicity.com/simplicity...1.html#start=2

There is a huge amount of information on sewing blogs mainly historical sewing blogs.
Lots & lots of free patterns available particularly for the chemise & skirts/underskirts on the Internet.

Even if she doesn't sew there are plenty of people who could make the garments for her.
The costumer from the TV show has a blog and I think she may have popped in on this forum?

Admittedly I've made that sort of stuff for years so I find it easy but I honestly don't think the cost of some of the garments I see on eBay & etsy are worth the price when you could make it yourself.
Edit to add: Americian Duchess who designed the pattern also has a blog with masses of information.

The Celtic Croft (an XMTS advertiser) has some Earasaids which they call "Great Kilts for women". They can be found here.

Your wife might then consider something along those lines but augmented by a separate plaid/screen. You might find this paper of use - Musings on the Arisaid and other female dress.

I think that Isabella Fraser wedding dress would be an option!

I'm going to have to see about making one of those just to have around in case I need to outfit someone

Y'all might want to check with your local living history groups as well. Such as the SCA (Society for Creative Anachronism), colonial groups or even any steampunkers. In a pinch google historic clothing makers/tailors.

    Christoph Hintze

ps. I just haven to be a historic clothing tailor.

If she just wants a good looking outfit to wear and is not concerned about historical accuracy, I belief Wolfstone Kilt Company has some women's bodices, skirts, dresses, etc.
