No. There's another photo in the article that clearly shows that she's a woman wearing a dark skirt, as Jock Scot surmised.
Does anyone recognize what tartans Prince Charles and the other two gentlemen are wearing?

Clan MacDonald. Lord of the Isles Hunting (HRH), and what looks like a version of MacDougall.
