I have an exact copy of that sporran, admittedly I’ve not worn it or one that size in at least fifty years!

Either they’ve pinned it directly on the kilt or he’s wearing the extremely small belt that goes with it!

The child-size sporran really does appear to be floating or levitating in front of the groin area. If it's pinned to the tartan, I would be very reluctant to carry anything in it, although its diminutive size would also seem to limit the amount of cargo possible.
A most awkward and impractical sort of sporran for anyone much beyond toddler-hood.
