Perhaps not the best way to start my tenure here, but after 30+ years and counting of military service, its difficult to keep silent.
Steve is absolutely correct- either wear mess dress, as prescribed in AR 670-1, or wear civilian black tie and decorations.
While I understand ethnic and cultural pride (God knows I have enough of it myself) all of that takes a back seat to adhering to the rules and regulations of military service. From what the OP has said, his friend seems to have some difficulty separatingthe personal and professional elements of his life- having been reprimanded twice for deliberate uniform violations.
Regardless of what anyone "thinks" the policies or regulations should or shouldn't be, they are what they are. They're quite clear and easy to understand....
