It looked like a pointy hat to me, too.
The traditional hat of Kazakhstan, the kalpak, is often pointy with an upturned, flappy brim, much like the one in the photo. However, it is usually covered with embroidery in a strongly contrasting color, most commonly black patterns on a white hat.

There are also some pretty pointy Alpine/Tyrolean hats from rural parts of Austria that look a bit like the photo.

I thought the Alpine might be a possibility. But the smudge seems even more likely.
