It is. It was founded by a bunch of sci-fi/fantasy/medieval enthusiasts in Berkeley, California, in the 60's. (Marion Zimmer Bradley came up with the name - supposedly on the spot - when the parks department allowed only established organizations to reserve a space for a gathering. Or so the SCA legend goes.) The fantasy trappings soon went away and it's become a serious-but-fun way to engage with pre-modern culture.
The period of interest for the SCA ends at the year 1600, so the belted plaid just barely makes the cut. But I have greatly enjoyed the historical orientation of this forum.
