It is at the waist, rather than the top, and so hangs down to approximate the folds of a true belted plaid. Essentially a faux fold.

o've seen about a dozen half belted plaids, but certainly never with this triangular bit with rosette. Any idea why there's only one? I would think the other side should have one too?

I would think that to have a second would be out of place as the plaid narrows down to the one side where the triangle is. There is no doubt a reason for it and I will keep digging...

If one were to look at half a dozen kilts of the same period it is likely that one would have something about it that stands out. Fashion, individual maker's style and and personal preference have always been a mark of bespoke Civilian Highland Dress.
