In the UK the expansion of kilt wearing seems to be mainly in England. In the blistering heat of last summer quite a few men were wearing kilts to keep cool and avoid sunburnt thighs. They are far less formal than the Scots, though perhaps equally eccentric, being associated with English folk dance song and music, thought it is not compulsory.
