I think you're overstating a bit, there, Phil. According to the article, what he's done is seek permission to offer customers a pint, and then contract out that pint-provision-service to a company that runs pubs. Hardly comprable with representing Pakistani-made accrylic kilts to tourists as traditional Scottish wool garments.

No, it's exactly the same thing. Representing the proposed use a Scottish-theme pub within his own store, then selling it for something entirely different after he gains the approval is classic bait-and-switch.
Judging by the comments posted beneath the story, plenty of people are tired of Mr. Nicholsby's antics.

Yes I saw it and remember Malap Singh Gold who was trying to sell me all kinds of things in his Princes St store! If only I had the same kind of attention in Mr Nicholsby's!
