What style and color of hose are you looking for and what is your budget?

Just asimple off white , cream or whatever would look good with a Heritage of Scotland Tartan . I would prefer not to pay more than about 20 bucks a pair shipped .I know it may be a hard thing to do but i'm hoping someone knows of a place .

$20 for a pair of hose is going to be pretty low quality*. Unlike regular socks, kilt hose can get expensive.
Have you checked out the XMTS sponsors/partners? Keltoi is top-notch, for example. John (slohairt on the forum) has $30 plain kilt hose that might work for you. I don't own any of these, and can't speak to the thickness/quality, but this might be close to your budget. http://www.gaelicclothing.com/plainhose.htm
*edited to add: perhaps "low quality" isn't the best term to use, as it implies shoddy construction. Some of the lower priced hose can be well made, but at that price point, you'll end up with thin, mostly synthetic materials which will likely disappoint you in the long run. But a budget is a budget, of course. Just plan to upgrade later.

Another source would be another forum advertiser, Burnet's & Struth. They are located in Barrie, ON. Their ad is on the top banner, top row, far right.
Keltoi's ad is also on the top banner, second row, far left.
You can not go wrong ordering from either of these two and they are both in Ontario and within easy driving distance.

I would suggest that you might consider colours other than off white or cream as many experienced kilt wearers feel they evoke a "kilt rental" or "newbie" look. Also, your hose don't need to go with your kilt, but could be coordinated with other elements of your outfit.
If you are totally set on wearing cream hose, drive to Ajax and I'll sell you a couple of gently used pairs for $10 each as I rarely wear them now.

If I can make a suggestion, go with a slightly better quality pair of hose such as those made by House of Cheviot. They offer a variety of colors that may compliment your tartan better than off-white/ecru, since you will have the option of wearing the hose for either dressier or more casual events a more complimentary color can really add to an outfit. As well I find their hose are well made, comfortable and the variety of colors/styles suits most. Also there is www.almostunwearoutable.com but they are a bit more expensive.
Personally I think the look of the slightly thicker hose with a decent sized and/or patterned turn-over look better than some of the less expensive hose with thin or narrow cuffs.
