Yes, that is the US Navy tartan, more properly called the "Edzell" tartan.

US Navy Edzell Tartan
Yes, it is indeed the US Navy Tartan. It was created for the US Naval Security Group Activity, RAF Edzell. FYI The dark blue in the tartan is for the US Navy. Since there were some USAF personnel assigned to the base the light blue represents the Air Force. The red stripe represents the fine Marines of the Marine Support Battalion, and the white represents the oceans white caps.
I was stationed there in my active duty days and just recently had a kilt made of the tartan by alexis malcom. The pictures do not do it justice. It is a beautiful tartan and if you are looking to have a kilt made with a US military affiliation I highly recommend it.

Yep, that's the Edzell alright. Great looking tartan, not the better looking of the two Navy tartans IMHO but very nice indeed. I have one coming from Alexis also. I personally feel that the Polaris Navy tartan is the finer looking of the two but I didn't want to spring for the weaving cost (it's not a production tartan) at the time.

Mike, if you haven't seen the tartan in other than pictures I think you will be quite pleased with the finished product.
I did look at the Polaris tartan, but since I am an Edzell 'alumni' that pretty much settled it..besides..the Midshipman Pipe Band wears the Polaris...and who wants to look like a Middie?
