The most common causes for a sensitivity to wool are either dermititis caused by the follicles of the wool irritating the pores of the skin or a chemical sensitivity to the Lanolin in wool.
If it is the dermititis that is the problem then wearing a slip under the kilt should help. Another option is to use Merino wool which is finer and has smaller follicles.
Good Worsted wool is spun to have a minimum of follicles sticking out which cause the itching wool is known for.
If the reason for the problem is the chemical reaction to Lanolin then no liner will help. Even normal sweat will leech the lanolin onto the skin.
May I suggest you consider the fabric known as P/V. This is a blend of Polyester and Rayon. The fabrics woven by Marton Mills are 12 oz in weight which is just 1 oz per yard less than medium weight kilt wool. The Tartans are authentic and the colors are georgous.
It is also very reasonable in cost.
