Mark,
It is pleated to stripe, more or less. See how the pleats have a vertical red, white and blue stripe or a gold stripe. Actually only every other pleat is striped. The others have no stripe. It is an unusual arrangement.

looking at teh front of the kilt & the layoiut of the stripes there & then the pleating in the back it makes me wonder if all the pleats are the same depth? would take an interesting pleating technique to make the different stripes come to the fore like that - as they are different distances apart.... hhhmmm.....
