My first kilt was made from 6 color desert Camo fabric as that is what I wore back in '91.
When we make a kilt, we start with a very long, single piece of fabric. One about 24" to 27" wide and almost 300" long. By simply folding all that fabric we create a kilt. I'm afraid that there simply is not enough fabric in your uniform to do this with.
But incorporating pieces of the uniform into the kilt would be possible. We could use the pockets perhaps. We could definitely add the patches to the kilt.
The good thing is that we do have the actual MILSPEC fabric in our stock. I have the old BDU and Chocolate Chip along with 3 color and ABU Digital. I have made kilts for serving members of the US Army, USMC, Navy and Air Force. Some of my kilts have been sent to, and worn 'in theater'. (not as parts of the uniform of course)
(I'm sorry that I can't post photos here. This is because, as you know, you never go anywhere without your weapon.)
Using parts or elements of an actual uniform would be a very interesting project. One I could support and would find very satisfying.
