It is entirely up to you, really as you'll be wearing and caring for the kilt - unless you have someone to do that for you....
Personally I don't have fringes, first because I tend to pleat to stripe, which is a military thing, so I make a straight edge - but there is an exception with a plain black kilt where the fabric was difficult and the edges are all unfinished. One of those I'll do it later decisions which have yet to be acted upon. As it shows no sign of shredding after over a year it could be called fringed, and the fringes do not look tatty - another consideration, as some threads do degenerate faster than others depending on the fibre content.
Maybe consider the fringing when you are closer to the target?
