Length totally depends on the circumference of your leg. 36" works great for me. You can always full them a bit in hot soapy water for a few minutes, rinse and dry to shrink them a bit if they are too long if they are made out of 100% wool. Wrapping them around twice lets me keep the tension low, the friction between the wool garter and the wool hose keeps them from untying.

The garter that was used in the video was made with a much finer yarn so it is not as thick and bulky, therefore the knot will lie flatter. You are probably doing it the same way.
