Seems to be a Hector Russell Kilt Pin.

And it looks like the monogram is "HRC" (Hector Russell Company?), which also suggests that Dale is correct.

Great shout Dale, I think you're spot on. This kilt pin is advertised as free with a Hector Russell kilt.
