Weird hypothetical:
I know custom is only clan chieftains are permitted feathers in their bonnet, it is their right and distinction alone. Does this apply to heads of state for the Commonwealth, ie- prime ministers? Can, say, Trudeau (Can) or Morrison (Aus) claim that distinction within their nations by being the leader of their people (in much the way clan Chiefs of old did)?
QE2 I am sure would be permitted by her position as reigning monarch and head of the House of Windsor.
I am sure anyone astute enough to become a prime minister would not take such an audacious step unless they themselves were unimpeachably Scottish Clan Chiefs in their own right. Trudeau, being french-decended would have no reason to claim Scottish distinctions, but Morrison might, based on heritage. Again, I don't believe they or anyone else ever would.

To my knowledge simply being a head of state provides no right to wear an eagle feather(s) in the tradition of a Scottish armiger, chieftain or clan chief.
That being said there may well be some acknowledgement of the reigning monarch as “Chief of Chiefs.
As for Justin Trudeau, his mother is a Sinclair!

Not aware that Diefenbaker ever wore a feather. Quite sure that Justin Trudeau never has.

Trudeau is not only French, but 1/4 Scots (I think?) as well as something like 1/64th South East Asian (I forget if Indonesian or Malasian or what).

A rare example - King George V, Balmoral 1927, wearing silver feathers on his bonnet badge. I can't tell how many he is wearing, certainly three, possible more.

Prime Minister's in the Commonwealth (Canada, Australia, New Zealand and the UK) are the Head of Government. The Queen and her Governors General as her representative (Canada, Australia and New Zealand) are the Head of State.
The President of the United States is the Head of State and the Head of Government.

Trudeau actually has a strong claim to Scottish heritage. His mother is a Sinclair. His maternal grandfather was a Sinclair born in Scotland. His paternal grandmother was an Elliott.
