I understand that the officers were escorting a representative of the sovereign for the parade review but usually only his equerry is in levee dress, if at all.
That is the Commanding Officer, and I suspect the Honourary Colonel wearing the Levee sporrans. The Pipe Major also has a Levee sporran.
As to why, perhaps, regimental quirk.
