I think a waistcoat could be worn without a tie and still look sharp indeed, but I think context is key in that situation. If the environment is more relaxed, then go for it! It has been in my experience that if you look confident and project the appearance of "This is what I'm supposed to be wearing/doing," then you can get away with almost anything.
