This is what was explained to me by a police officer friend, and also by a District Attorney friend here in North Carolina. The wearing of the Sgian Dubh is not illegal as long as the handle of it is showing (this also applies to sheath knives). However, I have been cautioned that new or over-zealous officers have been known to view these as "going to the threat of the public", especially if someone else says something. I've decided not to wear one in public, unless I'm with a group of fellow kilt-wearers.
