There is a huge amount of information on sewing blogs mainly historical sewing blogs.
Lots & lots of free patterns available particularly for the chemise & skirts/underskirts on the Internet.
Even if she doesn't sew there are plenty of people who could make the garments for her.
The costumer from the TV show has a blog and I think she may have popped in on this forum?

Admittedly I've made that sort of stuff for years so I find it easy but I honestly don't think the cost of some of the garments I see on eBay & etsy are worth the price when you could make it yourself.
Edit to add: Americian Duchess who designed the pattern also has a blog with masses of information.
